Housing Inspector

City of Pikeville – Pikeville, Kentucky 41501

The Housing Inspector will perform U.S. Department of Housing and Urban Development (HUD) Housing Quality Inspections (HQS) in the city limits of Pikeville. The Housing Inspector performs rental inspections and landlord license inspections and gathers all required documentation. This position prepares and completes recertification inspections, including scheduling and sending inspection letters to landlords and tenants. They also complete all follow-ups for failed inspections. The Housing Inspector prepares, completes, and updates rent reasonableness surveys and maintains rent reasonable notebooks. Other HUD Section 8 Management Assessment Program (SEMAP) activities will also be performed. In critical situations, this position will perform the duties of a KY Basic Firefighter 1.

 

Required Education, Certification, & Experience

  • Valid driver’s license required
  • High school diploma or equivalent including a GED certificate required
  • Must successfully pass a background check and drug screen
  • Two years of related work experience in the building trades, inspection, construction, code enforcement, property management, or similar field OR two years of college in related field (building construction, planning, engineering, etc.)
  • KY Basic Firefighter 1 required

 

Required Skills & Abilities

  • Ability to read and understand codes, ordinances, and regulations
  • Analytical ability to apply knowledge of codes, ordinances, and regulations to specific investigational situations
  • Demonstrated temperament and ability to de-escalate conflicts and mediate negative interactions
  • Knowledgeable, familiar with the Housing Quality Standards (HQS) and their application
  • Effectively communicate in oral and written form
  • Ability to independently prioritize and coordinate work activities
  • Strong interpersonal skills to establish and maintain working relationships with building owners, contractors, and the general public
  • Ability to calculate and compute rate, ratio, percentages, length, and circumference; measure using whole numbers, fractions, and decimals; can apply concepts of basic algebra and geometry
  • Frequently operate a computer and other office machinery such as phone, keyboard, and fax machine
